Often described as ‘right of way’, priority concerns who should be yielding to whom at points of traffic intersection - road junctions, pedestrian crossings, etc.

Priority is a key issue for good infratructure, as people powering themselves on bicycles are understandably loathe to have to stop at every possible junction with traffic. Where a piece of infrastructure has been designed like this, it tends to lead to conflict and often significant danger for cyclists or pedestrians.
