The Danish Cycling Embassy have announced a course in how to plan for cycle-friendly cities – http://www.cycling-embassy.dk/2011/10/12/the-bikeable-city/ aimed at “professionals from Danida collaborating countries working in Danida projects such as city administrations, local authority politicians, urban planners and designers and cycle advocacy groups in civil society”
At the moment that’s only actual developing countries (rather than just those with a third-world bike infrastructure) but it may be made more widely available, including to the UK if people show an interest, so it’s worthe spreading the word
